How bright is the blue on the blue shadow box frame?

No. The distressing is applied during manufacturing and then sealed with a protective matte topcoat that locks the finish in its current state. The exposed wood areas and remaining paint are both sealed beneath this protective layer, preventing any further flaking, peeling, or paint loss during normal handling and display.
